         <description><![CDATA[<p>We did consider putting an estimation of the number of days needed to create the guide, but chose not to do this, as we didn’t want to imply specific daily rates for the team roles needed to do the work. Instead, we have stipulated a contract value of 18k+VAT. We are anticipating suppliers who have been shortlisted in the first round to scope their approach based on the information in the brief and the resources available, ensuring that the work needed to deliver what they have scoped in their approach is fully costed in their bid.</p>]]></description>

         <description><![CDATA[<p>This opportunity is open to individuals and/ or suppliers based in the UK. Whilst we welcome applications from collaborations involving individuals or organisations based outside the UK, the lead applicant needs to be based in the UK. </p><p><br></p><p>There are two key reasons for this; </p><p>- We are keen to support individuals and organisations based in the UK who are supporting racial equity through their work.</p><p>- And the guide is specifically focused on public engagement professionals based in the UK, and therefore applicants must demonstrate a knowledge and understanding of how racial equity plays out within a UK context.</p>]]></description>

         <description><![CDATA[<p>We anticipate that the successful applicant will primarily be responsible for providing the knowledge and ideas for tools featured in the resource. Our website has certain limited functionality which we will go into more detail when the supplier has been chosen, but we could also use 3<sup>rd</sup>&nbsp;party sites to provide 'plug-in' elements to the guide or download tools.&nbsp;</p><p><br></p><p>It is likely to be the case that once shortlisted applicants are invited to submit a full proposal, they will outline their best case scenario detailing all the functionality they would like. We will then look at what functionality is already possible on our website, what might need 3<sup>rd</sup>&nbsp;party platforms, what could be developed by our web team and what might-not be possible. The Team at the NCCPE will be responsible, working in partnership with the successful supplier, for building the resource online.&nbsp;</p><p><br></p><p>There will be more value placed on the applicant's expertise in racial equity and public engagement as opposed to the technical skills needed to build the interactive resource.&nbsp;</p>]]></description>

         <description><![CDATA[<p>We are anticipating treating IP in the following way – but are happy to explore other approaches. We are committed to being equitable in our work and keen to ensure this works appropriately in practice. We are always learning from practices others have developed and will work with the successful supplier to ensure that the process works for them as well as enabling us to have a resource we can use in the sector.</p><p>&nbsp;</p><p>So we intend the guide to be published on the NCCPE website and would expect to be able to use the guide to support the sector. People will make use the of the guide in lots of different ways to improve their engagement practice – and we want people to be able to be inspired, challenged and supported to do this well. We would welcome people sharing the guide in other places too, if that was comfortable to the people who we create it with.</p><p>&nbsp;</p><p>We would want to be able to share different parts of the guide in our communications and our encouragement of people to make use of the guide, and potentially share content in events etc. This would be to encourage people to make use of the guide to improve their practice.</p><p>&nbsp;</p><p>All contributors would be acknowledged in the guide, with the caveat that people can remain anonymous if they so wish. This includes the creators of the guide, but also would include anyone they have worked with to build aspects of the guide, people involved in our focus groups, and any advisory group or NCCPE members who have contributed to the guide.</p><p>&nbsp;</p><p>Any content created by others that is linked to or shared in the guide (e.g. a film) would remain the IP of the creators/ contributors and would be acknowledged in the guide. This also includes any background IP – expertise, know how, experience. That remains with the contributors.</p><p>&nbsp;</p><p>Were any new IP to arise from the collaboration, we currently imagine this belonging to UWE, who would then licence it back to the people involved in developing the guide, so it could be used freely by them too. However we anticipate most of the content will draw on background IP, in which case this would not arise.</p><p><br></p><p>We will review this approach with the successful supplier.</p><p><br></p>]]></description>

         <description><![CDATA[<p>NCCPE expects the successful supplier to lead on the conceptual design, content development, and ideas for interactive tools&nbsp;within the resource. All content, i.e. text, tools, media, and any other materials, will need to be created or sourced by the supplier and outlined in the budget (part of the full proposal). For example, if the supplier chooses to include a film, the production costs should be included within the project budget.</p><p><br></p><p>NCCPE will cover the technical costs of hosting and integrating the resource&nbsp;on the NCCPE website or, where needed, on third‑party platforms. Our website has limited but flexible functionality, and we will share full details with the appointed supplier. Where additional functionality is required, we can explore third‑party plug‑ins or platforms, and our web team will advise on what is feasible.</p><p><br></p><p>Once shortlisted applicants are invited to submit a full proposal, we expect them to outline the functionality they would ideally include. NCCPE will then assess:</p><ul><li><p>what is already possible on our website</p></li><li><p>what could be supported via third‑party platforms</p></li><li><p>what our web team could develop</p></li><li><p>and what may not be technically feasible</p><p><br></p></li></ul><p>NCCPE staff will work in partnership with the supplier to build and upload the resource, and will provide guidance on appropriate formats for all materials.</p><p><br></p><p>While we will prioritise teams with strong expertise in racial equity and public engagement, we also welcome applicants who bring relevant technical skills to support the development of the resource.</p>]]></description>

         <description><![CDATA[<p>NCCPE will cover the costs of participation for the user‑testing activities that we co-ordinate, as this will involve potential users of the resource to ensure that we take their needs and perspectives into consideration during the resource design. These participants will be recruited by NCCPE, and will be reimbursed for their time and participation where it is not supported by an employer.</p><p>If you wish to involve your own public contributors&nbsp;in the development process, unfortunately these individuals would not be financially supported by the NCCPE. It is fine to include them in your proposal, however their involvement should be costed within your project budget, and you would be responsible for managing their reimbursement. We would expect public contributors to be paid fairly for their time, and you should outline your proposed approach in your submission.</p>]]></description>
