At the expo can have representative teachers from all grades / disciplines, while proctors may be completely disconnected (i.e. HS teachers proctoring iLearn)
The relationship is with the teachers, not with the proctors for that once-a-year test.
In previous experience, students tested as well as prepared during their content classes, whether or not they liked the proctor was not a relevant factor.
For instance, the online pre-testing meetings could have proctors (to see their face) and teachers (to remind their own students about good testing practices).
