         <title>It depends on why they are risky, if they have a mental illness that influences them then defiantly, but if they are willingly throwing themselves into that behavior for no reason then we have no reason to help them.</title>

         <title>as an avid hiker i have to say that the fine for rescue is very steep. I have never had to be rescued but it will cost multi thousand dollar fines for wilderness rescue. taxpayer money should be used because human life is important but the lost person is responsible for their actions and should be accountable for some portion of the cost based off of circumstances.</title>

         <description><![CDATA[<div>It depends on what risky means.  If it is risky as in a mental illness, then yes, they deserve help via the means of tax money. If it is something along the lines of exploiting risky behavior to receive monetary compensation then no. Things such as search and rescue services should also be allowed by the means of tax money. Accidents happen and some people will need help.</div>]]></description>
