Wooden sidewalks were constructed between the barracks, but some sections were especially low and flooding would rise above the level of the sidewalks. The government was really disrespectful to them.The American government believed to be protecting Americans but their measures were too harsh hurting many innocent families. They just thought that everyone was a spy.
