It began when Mohammad Reza Shah launched the White Revolution this revolution impacted several groups such as  landowners and clerics, disrupted rural economies, led to rapid urbanization and Westernization. Everything began getting worse and on September 8 the regime imposed martial law and they opened fire on protestors. Shah left a council in charge of the country but the council proved to be a failure.
