We often see newspaper being used in the brooder as bedding for baby chicks, and must strongly caution against this. 

Flat newspaper is slippery, making it terrible for chickens feet and legs, especially while they’re young chicks. Chickens can developed splayed legs from struggling to stand up straight on a slippery surface like newspaper.

Which is why the very first bedding material in any brooder should be non-slip. Slippery surfaces are the most common cause of spraddle leg - a condition where the chick essentially does the splits - and although it can be treated, it's always better to avoid it.

If you have enough, grass clippings are one viable coop bedding option, but they have a few disadvantages. Clippings tend to retain moisture and break down quickly. They also dry, shrink and smell. If you opt for grass clippings in the coop, be sure they come from a yard that hasn’t been sprayed with pesticides, fungicides, herbicides or other chemicals. Chickens will pick at anything and everything in their coop–bedding is no exception, especially if there are bugs in it!

A popular and prudent choice for litter is pine shavings, found at many feed-supply stores, big-box stores and even pet-supply stores. Pine shavings dry fast, are inexpensive and don’t break down quickly, making them an ideal bedding material. The mild pine scent is inviting, though it does fade over time.

This is the one bedding which I will advise never, ever to use - newspaper. A lot of people do use it - it's cheap, and easy to come by.

Why wouldn't I use it?
Two words: spraddle leg. Or dislocated leg. Take your pick.
To a newly-hatched chick, newspaper is slippy. Very slippy. And chicks slipping is never a good thing. It can lead to spraddle leg, when chicks essentially do the splits, and / or to a dislocated leg.
Although spraddle leg can be put right, it's painful for the chick and painful for you, as the chick's surrogate mother hen, to watch.

Is it inevitable that they will slip? No. but it's a risk. Why take a risk with your lovely new chicks?
So, on this occasion do please take my advice - use anything but newspaper.

Using a heat lamp, preferably one that emits 250-watt infrared heat, is your best bet for keeping chicks happily toasty. While screw-in ceramic heaters are also effective, ordinary incandescent bulbs, electric heat pads and hot-water radiators are not recommended because they don’t provide reliable heat at an optimum temperature and run the risk of overheating your chicks. 

Purchase a red-tinted bulb instead of a clear or white bulb if you can — red light is less stressful to chicks than white light, and chicks exposed to light/dark cycles sleep better, are calmer and are less likely to peck feathers. Some people use two smaller-wattage lamps instead of one high-wattage lamp so that the chicks will still have heat if one of the bulbs burns out in the middle of the night.

A radiant heat lamp provides a source of comfort as well as warmth. The heat warms the chicks' bodies as they touch it and they have a safe place under which to shelter and sleep when life gets too stressful. My 8 day old chicks underneath their Brinsea radiant heat lamp.

Chicks are a different story. They can't keep themselves warm without help, so chicken keepers need to provide a heat light that does this job in the safest way possible. The best way to do that is to forego a traditional heat light and instead choose a radiant heater designed for chicks.Dec

We've also used heating pads and those worked out very well. You just put the heating pad on the bottom of the brooder, and the chicks can get off and on as they please if you use it if you don’t the chicks are going to burn if you don’t put it at the bottom of the brooder box don’t forget.
