A severe lack of funding in many local governments compounds the problem by putting research out of reach for them. This is where academics need to take the initiative. I recently tried to put together a chapter of EPIC-N at my institution. This program brings graduate students en-mass to particular communities to undertake policy research in exchange for credit. It's a very low cost way to do a lot of work for local communities. We need more programs like this in academia.
