Adequate monitoring allows the timely identification of gaps and bottlenecks and ensuring a good level of implementation. Chile has just signed its new UNSDF for the term. Paraguay is in the evaluation phase of its current UNSDF and will start preparing the CCA for the new cooperation framework in 2024, as agreed at the recent UNCT retreat. Uruguay, with a good level of implementation, is currently executing the UNSDF 2021-2025. In all these processes and UNSDFs UNAIDS actively participates</div>]]></description>

         <title>UNSDCF Implementation-Malawi-Nuha Ceesay </title>

         <description><![CDATA[<div>Malawi's current UNSDCF-2019-2023 is ending this and a new framework 2024-2029 is under development. It started with the evaluation of leading to an inclusive CCA with active leadership and participation of government and key stakeholders. The roadmap clearly articulated the processes and ensured  government leadership and mutual commitment to meeting the key milestones. The Theories of Change per Pillar have been completed and validated at a UN/Government joint meeting co-chaired by the RC and the Secretary to Cabinet. The consultation with stakeholders is ongoing and the meeting with Regional Directors is now confirmed for May 10. </div>]]></description>

         <description><![CDATA[<div>Chad has extended till 2023 its previous UNDAF which was supposed to end in2021. Since November 2022, we started the development of a transition UNSDCF 2024-2026. It is a three-year framework because of the current political transition context. It will give us the opportunity to support the transition process and prepare the cycle with a democratic elected government. In addition, after the transition new priorities may emerge with the new government.&nbsp; &nbsp;&nbsp;<br>Currently, we have finished the CCA, the theory of change and the results matrix is under development. Several consultations within the UN and with the government, the development partners, the civil society, and the private sector have been organized. We are expecting to sign the document in July 2023.&nbsp; &nbsp;&nbsp;</div>]]></description>

The process of developing the UNSDCF 2020-2025 was jointly led by the Government of South Africa and the UNCT with the full participation of key national partners, including civil society, private sector, youth and women’s organisations. The CF has four main Strategic Priority areas: (1) Inclusive, just, and sustainable economic growth (2) Human capital and social transformation (3) Effective, efficient, and transformative governance (4) Climate resilience and sustainably managed natural resources. The UNSDCF is aligned to South Africa´s long-term National Development Plan 2030, which is firmly anchored in the 2030 Agenda, UN Charter and African Union Agenda 2063.<br><br></div>]]></description>

Nationally owned and anchored in national development priorities, this compact determines the UN’s collective offer to the country and seals the development objectives to be reached jointly in the next five years. The priorities of the CF are directly derived from&nbsp;<br>the analysis of country needs and opportunities, as&nbsp;expressed in the UN’s Common Country Analysis. The elaboration of the CF content has&nbsp;also remained sensitive to the evolution of the&nbsp;Armenia Transformation Strategy 2050, sectoral&nbsp;strategies, and other national planning instruments,&nbsp;as the framing of UN contributions to Armenia has&nbsp;progressed in parallel to the development of the&nbsp;national strategic framework.&nbsp;</div>]]></description>

         <description><![CDATA[<div>The current UNSDCF of Mali started in 2020 and will end in 2024. It has been implemented through the elaboration and implementation of the UNCT annual plan. The UNCT put in place a monitoring and evaluation system of the UNSDCF implementation inn line with the accountability guidelines. In 2022, the UNCT held a joint meeting with the government to share the annual report of the UNSDCF implementation. In 2021, Mali UNSDCF report has awarded because of the quality of the report despite that the country faced insecurity and humanitarian crisis. The UNCT is about to conduct the evaluation of the current UNSDCF in the objective to identify the level of results and outcomes obtained and the gaps. This will help the preparation of the next UNSDCF that will cover the period from 2025 to 2029.&nbsp;</div>]]></description>

         <description><![CDATA[<div>Jointly developed, the 2022-2026 UNSDCF is an agreement between the Government of Mozambique and the UN to work together, in partnership with the broader society, including civil society, academia, the private sector, and development partners, to achieve the Sustainable Development Goals (SDGs) in an integrated manner.<br><br></div><div>In the last 20 years, important gains have been achieved, such as reduced child mortality rates, increased access to health and basic education services for girls and boys, water supply and electricity. The combination of these results is reflected in the improvement of life expectancy of Mozambicans from 49.4 years in 2007 to 53.7 in 2019. Mozambique ranked 181 out of 189 countries in the 2019 Human Development Index (HDI), with 62.9% of the population living below the income poverty line, and 72.5% of Mozambicans experiencing multidimensional poverty.<br><br></div><div>Mozambique has made significant progresses towards peace consolidation with the signature of the Maputo Accord for Peace and National Reconciliation in 2019. At the same time, a complex crisis, characterized by violence extremism, has emerged in the north of the country, starting in Cabo Delgado with spillover effects in neighboring provinces. Since October 2017, violence has grown in scale and scope resulting in a deepening humanitarian crisis, displacing hundreds of thousands of people and further threatening the country’s progress towards achieving the Sustainable Development Goals (SDGs).<br><br></div>]]></description>

         <description><![CDATA[<div>UNSDCF Pakistan (2023-2027) is still in its early stages of implementation but represents the UNCT’s efforts to streamline and coalesce the expertise of UN partners in line with the UNSDCF vision we have been studying in this module. It has prioritized five development outcomes (down from 10 under the previous strategy) to improve people’s lives, especially the lives of those at the greatest risk of being left behind. UNAIDS is an active member of 2 out of the 5 outcome areas (basic services, gender equality) but engaged in others (governance, economic growth and decent work). &nbsp;<br><br>In Afghanistan, the UN introduced a Transitional Engagement Framework (TEF) for Afghanistan in 2022 and a new UN Strategic Framework to be endorsed in the coming month. In line with UN development system reform, this is the first “new generation” UNSDCF in India, mutually owned, and based on national development priorities, the 2030 Agenda and the principles of the UN Charter. This UNSDCF represents the collective offer of UN agencies, funds, and programmes in partnership with the Government of India and other stakeholders to support the national development priorities of India on its envisioned journey to becoming a high-income country over the next 25 years to its centenary of independence.<br><br></div><div>This Cooperation Framework will contribute to four pillars of sustainable development; (i) People; (ii) Planet; (iii) Prosperity; and (iv) Participation and differs from previous Frameworks in important ways. This includes the application of new standards for UN coherence, an emphasis on partnerships, policy support, and a focus on South-South and triangular cooperation, with renewed commitments to gender equality, youth empowerment, human rights and leaving no one behind.<br><br></div><div>&nbsp;</div>]]></description>

         <description><![CDATA[<div>Regarding the implementation of the UNSDCF in Morocco, significant progress has been made. The Morocco UN Framework for cooperation for sustainable development 2023-2027 (UNSDCF) has been adopted and the necessary steps are being taken to translate its goals and strategies into tangible results and sustainable development outcomes for the country.<br><br>The UNSDCF was developed through collaborative efforts and partnerships between the United Nations system, ministerial departments, and the associative and private sectors. The signing of the reference document by the Minister of Foreign Affairs, the Resident Coordinator, and agency heads highlights the commitment and support for its implementation.<br><br>In addition, a steering committee has been established to oversee the implementation of the cooperation framework. This committee will play a crucial role in coordinating and monitoring the progress, as well as evaluating the effectiveness of the implemented initiatives. Regular reporting mechanisms and evaluation processes will be in place to track the advancements and address any challenges that may arise.<br><br>It is important to note that the implementation of the UNSDCF is an ongoing process that requires continuous efforts and collaboration among all stakeholders. As such, Morocco is committed to ensuring the successful implementation of the framework and achieving sustainable development goals across various sectors.<br><br>While specific details regarding the progress made in the implementation may vary, Morocco is actively working towards realizing the objectives outlined in the UNSDCF and striving for sustainable development in the country.</div>]]></description>

         <description><![CDATA[<div>Zambia has been implementing the 2017 -2021 UN Cooperation Framework which was transitioning from the UNDAF before the UN reform and the Current UNDS. The Cooperation Framework was extended for an additional year for better to align the new Cooperation Framework with the priorities of the Country translated in the Zambia 2022 National Development Plan. The new 2023-2027 UNSDCF in Zambia was developed following the UN reform Guidance: 1) The CCA was very comprehensive, Inclusive taking in consideration the results of the review of the previous Zambia National development plan. 2) UNAIDS provided support to UN RC and UNCT to ensure priority areas are taken in consideration by bringing Evidence and securing CSOS participation in the Process. 3) UNAIDS has participated actively in UNCT configuration process, taking leadership in different working groups particularly leading the development of the 2023-2027 UN Joint program on HIV/AIDS as part of the implementation of the new UNSDF. 4) For national ownership, the new UN cooperation Framework was signed and Launched by HE the Vice President of the Republic of Zambia and the UN resident Coordinator during a very well attended National event in November 2022. 5) To ensure the UNSDCF is well funded, a resources Mobilization strategy for the Cooperation framework is under development to close the GAPS of funding of the Current Cooperation Framework.<br><br></div>]]></description>

         <description><![CDATA[<div>After an almost two-year drawn out process, the UNSDCF was signed between the government of Brazil and the Resident Coordinator representing the UN the second week of August 2023. It was a process that started under a very conservative government that preferred a smaller or less involved UN system. When the more left wing government took office in January 2023, it opened a possibility to renegotiate the wording of the outcomes and outputs with a more inclusive language that had not been allowed with the previous government. This was the first time the UNSDCF or any framework with the government of Brazil was signed. Previously, it was a negotiated and agreed document without any signatures. The DSG participated in this historic moment and all accredited agency, fund and programme representatives including UNAIDS, will sign this last week of August.</div>]]></description>
