When the rain says all these, it has a different meaning to say. By the 'sigh of the sea', it means to say that the sea is unwilling to give birth to it. It only 'sighs'. The fields get refreshed to receive it as it gives life to them. So they laugh out of joy. When the rain falls from the sky, it seems tears of the heaven

He uses the alliteration ‘sigh of the sea’ to express the way seawater evaporates in the form of water vapours. The rain becomes the ‘laughter’ of the field when it helps the growing crops to smile and laugh in joy. As it drops from the sky; it appears as if heaven is shedding ‘tears’ from above.

In the poem 'Song of the Rain', the poet has cleverly introduced imagery in the lines "sigh of the sea", "laughter of the fields" and "tears of heaven". In the line "sigh of the sea", the poet talks about how the rain indicates that freshwater will be coming to the sea from the hills and mountains. That is why the sea "sighs". In the second line, "laughter of the fields", the rain acts as a sort of Santa Clause of nature, as it brings the gift of water and ultimately, makes the fields grow and prosper, making it feel happy and overjoyed, and so, it starts to laugh. In the third line, "tears of heaven", the rain is the tears of the heavens, or sky, as each and every drop shimmers in the light, like a tear of a being, which in the line, is of god from the above.
In these ways, the poet creates an image of the nature and sky as people, showing emotions like a human being, when the rain comes.

It assissts in the growth of marine habitat
The rain enriches the greenery on the fields and helps crops grow and makes the barren land fertile. This has been referred to as the laughter of the fields. It can also indicate the happiness of the people who cultivate crops on the fields. And finally, the rain has been called tears of the heaven as the rain falls from the sky, and it is also considered divine.

1.Sigh of the sea- When it rains the rivers start brimming and flows into the sea which fills it up. A 'sigh' represents the mood of the sea. A 'sigh' often signifies bad mood (especially while a person is busy or going through a tiring work scenario). I think, therefore, the sea is rather complaining about the continuous process of the water cycle which it goes through every couple of months, and is not sighing as a sign of joy.
2.Laughter of the field- Here, the poet is referring to a field which is parched and is in a desperate need for rainfall as to flourish with plants. Once it showers, the field rejoices and therefore the poet refers to its 'laughter'
3.Tears of Heaven- This is a common expression, talking of the rain as heavenly, since it falls from the sky where according to many cultures is where heaven exists. The rain is hence referred to as 'tears of heaven' as it falls as small droplets and is metaphorically from heaven
