Have students get together as a small group and discuss and then have 1 or 2 share which will hopefully lead to the students getting comfortable sharing the next time.

I like the idea of orienting students to the text. I would like to make sure that students fully comprehend the texts before engaging in a discussion ("What is the main argument of Document A?"), and making sure that discussions connect back to the texts as opposed to simply making moral judgments. (Still important, just necessary to make sure students use text-based evidence before they jump into these questions!)
