Over time, the idea of EWP was reconceptualized to include economic dimensions, which led to the development of comprehensive welfare indicators. Among these indicators, the human development index (HDI) is one of the widely adopted indicators in evaluating EWP. As a comprehensive index, the HDI takes into account the basic essentials of human development by considering life expectancy at birth, education status and income level in its quantification.

However, HDI still has two shortcomings. First, HDI focuses too much on economic growth and fails to consider the influence of environmental factors on human welfare. The index does not pay enough attention to ecology and ignores information about environmental sustainability

Theoretically, ecological economics states that large scale economic growth is restricted by the limits of the environment . Based on this supposition, Daly argued that national sustainability could be evaluated using the ratio of improved human wellbeing to the ecological resources consumed to improve this wellbeing, from which the EWP idea originated.

Ecological efficiency was first proposed by the German scholars Schaltegger and Sturm . The improvement of the ecological efficiency depends on the environmental impact of the lower resource consumption in the production of products. Research on agricultural ecological efficiency can be a valuable reference for the formulation and improvement of government agricultural policies.
