States, like Florida, that don't implement the expansion cut off many low income individuals from having the opportunity to gain insurance through the act. As of April 2014, 1,212,000 Floridians have been excluded from Medicaid due to state legislative decisions not to expand Medicaid.

27 states and D.C. have decided to move forward with the Medicaid expansion. The new coverage will apply to adults with incomes up to 138% of the poverty level ($27,000/yr for a family of 3). The states of Washington and New Jersey are expanding coverage to low income individuals. The states that approved the expasnion won't be paying more toward Medicaid costs because the Federal Government has agreed to pay 100% of the costs brought on by the new enrollees through the year 2016. After that year, the federal share will never go below 90% of the costs.
