There are clear steps and best practices that will make problem solving more effective.
-Steps include: identifying if group problem solving is appropriate, defining the problem, generating solutions using a technique such as brainstorming, evaluate potential solutions, select a solution, implement it, and then evaluate the effectiveness of the solution.

-A larger umbrella of effective general education instruction allows for promoting early intervention and helping support all students in general education.
-This helps eliminate unnecessary special education diagnosis and creates more meaningful diagnosis when special education is needed.
- Still, some students will "get wet" as not everyone will fit under the umbrella and require more intensive services.
-The IDEA View of RTI includes three tiers:
Tier 1: evidence-based classroom instruction

Tier 2: small group tutoring

Tier 3: special education

-standards based assessments should apply to all kids; with aligned standards based instruction, disabilities will disappear.
-this view believes that special education will eventually no longer be needed, and erases disabilities.
-The blurring of lines between special education and general education occurred because of beliefs that special education was ineffective and not standards-based; it would promote inclusion; more funds could go to more students; and the school psychologist could be used more effectively.
