Second chances are given to people who committed minor crimes, perhaps due to lapse of judgement at the time, so they can clear their name and regain a normal life. Giving a murderer a second chance, however, would pose as a threat to society. You wouldn't feel at ease with someone who's committed a crime worthy of capital punishment to be roaming around the streets, would you?
