Nowadays, the most countries have some form of democratic government. Many European countries have constitutional monarchies for the sake of tradition, while newer countries have republics. This is probably because tyranny is much more likely in an authoritarian state than a democratic state since the leaders of an authoritarian state are not held accountable to the people. Therefore, people are less likely to be oppressed under a democratic government.
