         <description><![CDATA[<div>- This gov was forming at the decline of the roman empire in the fifth century ad.<br>-The power of this government was spread among the lords who had land. The lords and the vassals, who where lesser lords who pledged their loyalty to the lords. the lords owned land / they then shared the land among lesser lords and agreed to protect them and the land.&nbsp;<br>-This failed because of the rain of the lords and how they didn't allow the people to leave the land without permission. This lead to the deaths of many young people who ventured more than a few miles from the lords land.</div>]]></description>
