The Rwandan Genocide is known for framing the debate around countries interactions and interference in other countries affairs and whether it is their place to intervene. Instead of adopting a "shoot first, act second" policy, I think that we should reframe the strategies for when and how a country is to start to poke itself into the affairs of others- that way there is no unfairness and everyone has a strategy to prevent Genocide such as these from occurring.
