The reason I put Continent first is because they cover most of the earths surface, besides water, and they each have an ample amount of resources at their disposal. I put Mountain last because they offer zero opportunity to plant crops, and the terrain is harsh and dangerous. Everything in between depend s on the type of person you are (personality & likes).
