The main character encounter police office that was harasses hi because he was walking. Maybe the police haven't seen anyone walking that night and felt that Mr. Mead was suspicious.

They asked him particular questions like his address , did he have a viewing screen , was he married , & was their air in his house. When he answered no they repeated you didn’t as if you didn’t have those things you were unusually.

People in his time don't care to come outside any more. The town is a ghost town. In the text it says Mr. Mead have never seen anyone in ten years of walking at day or night. Also the police stop him and took him to the Psychiatic Center because they think something is wrong with him.--Aaliyah
