Dear UTD Member,

This Letter of Understanding (LOU) builds upon last year's LOU and strengthens our work conditions as we continue to keep our schools open during the pandemic. We heard your concerns and included the most pressing issues for our members.

The major takeaways include notifications of confirmed cases in our schools, financial incentives, and making dual-modality optional. A significant win, thanks in part to the advocacy of our members and the community, is that facial coverings are required to be worn in all Miami-Dade County Public Schools (M-DCPS) facilities.

Below are highlights of the LOU:

Full-time employees are provided with the opportunity to quarantine while taking advantage of COVID-19 Paid Leave benefits consistent with the Family First Coronavirus Response Act (FFCRA).
Extended Sick Leave without pay is available to employees upon request who cannot physically return to work under the conditions of the pandemic due to documented medical issues of themselves or a member of their household.
M-DCPS will pay a one-time stipend of $275 to any full-time employee who provides proof of full vaccination for COVID-19 within 60 calendar days of Board Approval.
A $300 stipend is provided to all teachers for the additional work associated with students in “observation mode” while in quarantine.

Teachers choosing to opt-in to dual-modality through district resources will receive an additional $600 supplement.
All co-pays and cost shares for COVID-19 related diagnosis, testing, and vaccinations covered under the Board insurance plan are waived. Additionally, the 90-day waiting period for new employee healthcare and dependent healthcare has been waived through December 30, 2021.

Revised quarantine and contact tracing procedures will be implemented that consider vaccination status. Student seating charts will be used to assist with contact tracing.
As the district continues to hire for the new Miami-Dade Virtual School (MDVS), those with an approved ADA Accommodation will be given priority consideration to work remotely from one of the three geographical locations in the county.

CDC guidelines will be used for distancing for health and safety.
Teacher observations for the purpose of evaluation shall be based on instruction and interaction with students who are in the in-person setting, except for Miami-Dade Virtual School teachers.
