Starting with a needs assessment & workplan and using those data/priorities to propose specific projects in an RFP rather than doing an all-call which may generate proposals that aren't quite aligned with SHIP and/or local priorities.

It is worth reviewing the SHIP Implementation Guide. MDH did an excellent layout for SHIP Settings (Pages 70-72), and also providing Examples (Pages 76-78) that we as SHIP Grantees can use to reference our SMARTIE Goals as we put together our SHIP Work Plans in Agile Apps.

Potential clarity on using SHIP funds to support a partner(s) or project(s) by OSHII staff in the work plan, for example if we have a partner or project come up are we required to do add it to Agile Apps apps before supporting the project as a SHIP Grantee and/or with SHIP funding?
