Second, Open photoshop and click File New and create a 8 inches mandala. Then click view, New Guide to help create the ruler of four inches squares(Horizontal and Vertical) After creating the mandala you would have to open file and select the photograph you would like to use. Then click the crop tool and  the unstrain at the top left and select the 1x1 square. after it is crop to the size you want, and select image size and change to 4 inches. Then drag the photo out and into the Mandala.
