The proverb is ultimately stating strength comes with organization and teamwork, however weakness is a result of bad teamwork and lack of organization. For example, if a group of people are rowing crew, and each decides to do what they want and row at different speeds, the boat will get nowhere. This proves that with division there will be weakness. However, if each person rows together, at the same speed, as one, the boat will make progress much quicker with more efficiency. This proves that if there is unity there will also be strength.
