The ad is trying to say: you will be a good wife if you buy this soup. But also women do most of the shopping anyway, so it makes sense that the ad would be targeting women.

This is an ad targeted towards woman and haircare. This product promises it will "preserve beauty." This targets the insecurity some women may feel. They might want to buy this product in hopes to make themselves "more beautiful." Beauty is something that dominated much of the female mind at this time. People thought if they were not beautiful they may not do as well in life. But if they buy this product they are "promised" preserved beauty.

It makes women want to buy the soap because it claims that Cleopatra used Palmolive and they could be as powerful and beautiful as she. The ad includes instructions on how to wash which incentivizes them because the clear and detailed instructions make the soap application seem easier - and therefore more effective - than other, more complicated soaps.
