I don't know what those possessions might be, but if I was homeless I would store what little cash I have there, or things that are valuable but I can't sell because of its sentimental values. I assume the homeless people can afford the fee by selling alluminium cans, doing odd jobs, or welfare from the government. I didn't go inside to find out the fee, but judging from the state of the place, it wouldn't be too expensive.

In the book, Kazu collected alluminium cans, crushed them with hammer, and sold them to earn extra money.
He also described how he had heard of homeless people who got into scuffles over used magazines (which can be sold for a few yen), and ended with one of them getting pushed onto the train track and getting hit by the train.
He continued, "We were always on edge. Dogged by danger and the anxiety that if we have something even for a moment, it could be taken away. In that regard, collecting alluminium cans was much better, because what you collected can be converted into cash the same day."

The black text seems to be a complaint to the system which restricted supports such as food, medical services, and housing support, as well as requiring a minimum days of working.

Apparently this is a common sight in the area.
In his talk about how people became homeless because of debt, losing their families, gambling and alcohol addiction, etc., Kazu said, "If you fall into a pit, you can climb out. But once you had slipped from a sheer cliff, you cannot step firmly into a new life again."
