All atoms has a kinetic energy within them, and it will cause them to move around. When there are two or more atoms confined in a single area, they are bound to collide. To perform what is called a successful collision, both atoms will reach an activation energy, which allows them to form a bond and merge to form a compound. However, if there isn't enough kinetic energy to create an activation energy, the atoms will just bounce off each other harmlessly, and no collision will happen.
