Washington also allowed Congress and James Madison to deal with the Bill of Rights. had to create a banking system.&nbsp; Since Alexander Hamilton was in charge of the treasury, he proposed three bills to raise money for the struggling economy. 1. Raise money through taxes 2. Create a Nation bank&nbsp; 3. Promote protective tariffs.</div>]]></description>
