The oil and gas seeps into tiny holes in the ground and stay there. Some of it rises to the surface and some stays in the dirt and remain trapped under a layer of imperial rock. To meet that goal several oil-exporting countries formed the Organization of Petroleum Exporting Countries (OPEC) in 1960. OPec wants oil prices to be steady not to high and not to low. If too much oil is put up for sale there will be more competition among buyers to get what they need. As a result prices will drop to low and there will be competition between buyers.
