         <title>Budget</title>

         <description><![CDATA[<div><a href="https://www.nytimes.com/2017/07/13/us/politics/cbo-trump-budget.html">In 1921 Harding passed the Budget and Accounting Act because there was not enough centralization and order in the budget process. This act required the president to propose a budget to Congress who could adjust the amounts designated to each area, but not the total amount. This act also created the Office of Management and Budget. Then the Congressional Budget Act of 1974 overrode the previous act and set the budgetary process used today. The Congressional Budget Office (CBO) creates accurate estimations for the budget. The act also established the government’s fiscal year and ensured that there wouldn’t be excessive debate and an ensuing filibuster.
