         <description><![CDATA[<div><br><strong>FDR:</strong><br>"Our international trade relations, though vastly important, are in point of time and necessity secondary to the establishment of a sound national economy."<br><br><strong>Rhetorical Device:</strong><br>n/a<br><br><strong>What It Means: </strong><br>FDR is saying that America needs to focus on it's own economy and work to get itself out of this hole it's dug itself into, instead of trying to support other people when we can't support ourselves. <br><br></div><div><strong>Trump:</strong><br>"For many decades, we’ve enriched foreign industry at the expense of American industry;</div><div>Subsidized the armies of other countries while allowing for the very sad depletion of our military;</div><div>We’ve defended other nation’s borders while refusing to defend our own;</div><div>And spent trillions of dollars overseas while America’s infrastructure has fallen into disrepair and decay.</div><div>We’ve made other countries rich while the wealth, strength, and confidence of our country has disappeared over the horizon."<br><br><strong>Rhetorical Device:</strong><br>Restatement <br><br><strong>What It Means:<br></strong>These two quotes both mean basically the same thing, with FDR just saying it in fewer words. Trump is saying here that we have spent too much time and money building up other countries instead of our own. We need to focus on our own economy and distance ourselves from foreign affairs. </div>]]></description>

It implies that increasing the employment rate is a primary task.</div>]]></description>
