Its like racism in the south vs the north. People that can be racist due to the definitions are people that are in power or they might outnumber a certain ethnic group or race. Institutionalized racism brings laws and actual rules that have to be followed. According to the definition, anybody can have individual racism, but only politicians can show institutionalized racism. According to institutionalized racism, politicians are at an advantage and whoever they target are at a disadvantage. Institutionalized racism is ore harmful since those will affect you no matter what you do since you have to follows laws.
