         <title>Healthcare Policy</title>

         <description><![CDATA[<div>The individual people of a state elect representatives to the state legislature and these officials institute the will of the people. The major player in healthcare is the federal government, which releases Medicaid funding at state level and with supplemental funding; disperse to the indigent and poor. The funding can be in the hundreds of millions and take up a large portion of the state legislative agenda. The states must vote, every year, to either maintain a program or discontinue. Lobbyist and special interest group compete for legislative time, to maintain their funding and keep particular private sector jobs. A political cauldron of mixed interest and special considerations for many different programs is the norm of a legislatures&nbsp;day.</div>]]></description>

         <title>Branches</title>

         <description><![CDATA[<div>The executive state branch carriers the maximum power for an elected official, but the legislative branch is the real work horse for state policy making. Bill or policy submission is similar to federal processes, but with no House of Representatives or Senate; the procedure is not exact. The elected legislatures meet and discuss policy changes in their own states, which can relate to healthcare, infrastructure, and fiances. These policy bills are voted and then sent to the Governor, for approval. A similarity to federal government is the legislatures, in most states, have an upper and lower house. The judicial portion of the state branch enforces laws, which govern the state.</div>]]></description>

         <title>Leadership</title>

         <description><![CDATA[<div>Like the federal government , the state has three branches of government, which include the executive, legislative and the judicial branches. The governor is the head of state and the state legislature functions to balance the power between the executive branch and the legislative. The State Governor has the ability to appoint positions, for his particular state, and can include cabinet representatives, arrange policy procedures, and include state agencies in regulating particular laws. The other members of the executive can be elected officials, including Attorney Generals and Secretary of State, but do not carry the power the Governor possesses. </div>]]></description>

Not all states are run exactly the same, but they possess similar monetary acquisitions abilities, policy procedures, and implementation of laws; comparable to the federal government. </div>]]></description>
