         <description><![CDATA[<div>The Dept of Education and other government officials want to reduce the number of children going to prison. They state that harsh consequences in school lead children to drop out and eventually go to prison. Furthermore, it seems that students with disabilities and African American students have the highest number of referrals and discipline consequences.
