After the situation seems to be less critical, establish past experience that would aid the survival of the group. 
Things like if anyone is a doctor, or nature experts, people who have hobbies that include survival like experience. This would be virtually creating a new society. I would choose Polity the mix of democracy and oligarchy. There would have to be some method of everyone getting a vote with possible over sight from a few elected people. I feel like in this tense situation where people have been forced into a new life where there is constant fear of the unknown people have to feel like they have a say or there would be a high risk of anarchy.

They also have to have some plan for reduce attempts through the resources they have. I would have a unitary type system. It is basic and I think it keeps equality of the people in mind. I think I would have an institution of a board of three or four elected individuals who run elections and have a slight more say in implementation of the society they are building.  Board of 5 people (elected) who create policy based on the majority vote of the people. For law to pass on to evaluation must be a 3 to 2 vote by the board.
Executive: Head in charge , and a vice
 Two individuals who head the board in charge , who with mutual agreement can call board members to evaluate the laws but overall enact these laws. if they disagree with present laws they can push it through with support from 2 judges and 2 board members.
Judicial: Judges
3 Law enforcers who with a 3/3 vote and 4 board votes  can have laws enacted with out the executive individuals.  They evaluate every law that is created. 
Monthly there will be a meeting where all members of the previously listed must be present and open to the public for the option to introduce Ideas and provide their opposition as well.

I think mutiny could be a big problem if the society is not careful.
