The flood was caused by a slow-moving storm system that dumped up to 17 inches of rain in some areas, resulting in widespread flooding of roads, homes, and businesses. The flood caused extensive property damage, displaced thousands of residents, and resulted in several deaths and injuries, highlighting the vulnerability of Houston's infrastructure to extreme weather events and the need for improved flood mitigation measures in the region.</div>]]></description>
