Originally, the institution was founded as a way for Britain to control the colonies and suppress uprisings. The low pay within the institutions breeds corruption as different ranking officers begin to abuse their power in an effort to increase their salaries illegally. For example, lower ranking officers who typically deal with street crime often unlawfully arrest and detain innocent people in an effort to collect ransom money. </div>]]></description>
