Prior to this act children with disabilities were either homeschooled, but into an institution, or just set aside. Especially if the family could not pay for private tutoring. This Act made it a requirement that any child with a disabilities was given the same rights to a public and free education just as any other child.

It also established federal funding for state schools. The states would submit a plan of support for their schools. Some setting up libraries where technology was free to borrow or access. 

I see this as a huge jump in legislation for people with disabilities. in the late 80's and early 90's technology in the household was verify limited to say the least. Specific technology like this would likely have been very expensive. One good example of this is wheelchairs. This act also made it a requirement to make school busses accessible for wheelchairs as well as classes. 

This act gave people like Sady the ability to go to school. The aid of transportation took a lot of stress off of the parents. This act initiated the "person first" language. So in stead of saying disabled person they would be called a person with a disability. This putting the emphasis that they are people to, they are not their disability.  This act also mandated that children with disabilities be educated at the greatest extent possible alongside their peers, introducing the Least Restrictive Environment (LRE) and provided all students with the AT they needed to succeed. 

This was another great mile stone. People with disabilities were no longer getting just the minimal of education. Authorizing additional grants for technology and developing the Individual Education Program (IEP) which helps to tailor education plans for individuals with special needs.
