         <description><![CDATA[<div>The constitution act, 1982, is a non exhaustive amalgamation of codified acts and un-codified conventions. It is the highest form of law within the country. It can only be amended through the use of a special amending formula, making it hard to amend and not possible to change through the use of standard legislative processes. The Charter of rights and freedoms is contained within the constitution. The constitution is an update from the British North America act, 1867. <br>It is because of the Constitution that one has rights upon being arrested or detained, making it relevant to the topic.  </div>]]></description>
