Khrushchev had to show himself in any way, get out of Stalin's shadows in order to take his place, and for this he focussed on politics, in particular Stalin. That's how he began to debunk the cult of Stalin. In 1953-54, mass actions of disobedience of prisoners were held in many camps. This situation could threaten Khrushchev with both political and physical death and forced him to take the initiative, leading a campaign to accuse Stalin of organising all the lawlessness. Khrushchev received a double prize in case of winning. Provided an alibi with regard to involvement in the repression.
