They lived in Prussia and in Austria Hapsburg territory. At first the German accepted the french emperor as a hero. Some people didn't like Napoleon because they were fighting for their land. Others liked him because he encouraged freeing the serfs, made trade easier, and abolished laws against Jews. In 1848 liberals in the Frankfurt Assembly demanded Germany have political Unity. Bismarck talked about how he wanted to keep Germany together so he laid down future policies to keep Germany strong. He also talked how he wanted Persian legislators to vote for more money to build up the army. Liberal members opposed that but he rose and dismissed there concerns with a speech witch has come to be known as the "blood and iron" speech.

 By the late 1800's the Germans had developed their chemical and electrical industries. 
By 1890, German shipping was second only to Britain. The German empire emerged as the industrial giant of the European continent. As a result the German population began to grow. 
In 1871 the population was about 41 million and then 1914 the population had reached 67 million which provided many people for the industrial services.

Bismarck saw the Catholic Church as a threat to his power, as the people fallowed the pope instead of Germany. so he launched kulturkampf. this backfired and he worked to make peace with the church. He also saw the Socialists as a threat and attacked them with laws. surprise! it backfired as well. so he helped the working class. socialism persisted. He believed his right to rule was from god and that if anyone opposed him he could crush them. William II lavished funds on the German military machine, already the most powerful in Europe. He also launched an ambitious campaign to expand the German navy.
