         <title>The steps for a bill to become a law!!!</title>

         <description><![CDATA[<div>It starts as an idea, then it has 2 readings. In the readings they discuss the idea in parliment. Then&nbsp; the commitee (a group of Mp's) decides if the bill can keep going. Then, there STILL has to be a 3rd reading. After that, there is a vote. If the bill gets  an overall voting, it will go on to  royal assent. Royal assent is where the queen (or governer general) signs the bill. It gives full approval of the bill.The bill becomes a law after royal assent.</div>]]></description>

         <description><![CDATA[<div>A bill has to go through several stages before it becomes a law. First a bill has to go through the idea stage which is where they pick their idea. The second stage is the 1st reading were they put their idea together. The third stage is when they have a 2nd reading and look at the consequences. The forth stage is when they review by committee is when they select the worst consequence that could happen or could become an issue. The fifth stage is the 3rd reading which means their getting ready to start the voting progress. It could also take more then three readings. The sixth stage is the voting time where the government votes if its a good idea. The last stage is the royal assent would sign a paper and your bill is now a law.</div>]]></description>

The first stage is called the idea stage this is obviously the stage where you come up with your idea.the second stage is the first reading this is the stage where you send your bill to the house of commons and hope it gets accepted. The third stage is the second reading this is where they look at what the bill will enforce. the fourth stage is the committee stage this is where they list a bunch of reasons why your idea is bad. The fifth stage is the third reading where they begin the vote (this might not be the final reading). The sixth stage is the voting stage where they vote if the bill should become a law or not. And the last but not least the royal assent this is where Queen Elizabeth herself signs the bill saying that it should become a law. (keep in mind your bill has to PASS all these stages to become a law).</div>]]></description>
