After the Soviet Union detonated a bomb, Truman turned to the NSC to give a report. The report’s authors described the Soviet Union not as a typical great power but as one with a “fanatic faith” that seeks to “impose its absolute authority.” NSC-68 cast Soviet ambitions as nothing short of “the domination of the Eurasian landmass. To prevent this the U.S. created a hydrogen bomb that would be 1000 times more destructive than a normal bomb, this increased the tensions and split between democratic and European nations as nuclear weapons were threatened.

Marshall proposed a massive infusion of American capital to rebuild the European economy. Marshall urged the nations of Europe to work out a comprehensive recovery program based on U.S. aid. In 1948 Congress approved this and over the next four years it contributed 13 billion to a recovery effort that helped Western Europe and the United States. However it ended up intensifying cold war tensions. Differing economies in Europe helped to contribute to the split in European nations.
