The largest issue is interpreting and communicating the warning signs to other people. Often times, people do notice warning signs. However, many people can notice an event that serves as a warning sign, but if none of them can interpret what is to come, or none of them can communicate the interpretation to others who can help, nothing will happen to stop it.
