         <description><![CDATA[<p>Are there limits to how many staff will be allocated to Band 1 and Band 2 for additional research hours? This will limit capacity for RKE income as well as REF output if only X amount of staff are eligible for additional research hours. This seems inequitable if not all staff have fair access to increase research outputs if not awarded additional hours. This, to me, seems like a potentially biased system that could harm academic career development. A sceptic may think that's by design to limit promotions and pay progression....</p>]]></description>

         <description><![CDATA[<p>Will the review panel give feedback on the research plans explaining why academics are or not allocated more hours?</p><p><br/></p><p>Also, to me it seems band approach disadvantages ECRs as to be able to get more hours you need more publication, funding etc and for these you need an established network and most ECRs are still developing their network. This will make ECRs busy with teaching and they will have limited time for developing their research profile which will make it harder for them to get band 1 or 2 hours. Can the UET consider giving more base hours to ECRs, for example. Or make sure they are not disadvantaged just because they are at the beginning of their career.</p>]]></description>

Link Tutors may have very little active workload or a significant workload, depending on the Partner university and the nature of the provision. I would suggest a more flexible and nuanced approach, based on nature of partnership and level of associate activity. For example, one person might have a portfolio of multiple Study Exchange partners, whilst someone else might have a significant strategic partner university (e.g. BUV). The allocation might be similar for both, despite the difference in the number of partners. The proposal risks being 'gamed' (the same applied to SAAC's btw).</p>]]></description>

This made planning difficult and often required multiple clarification emails.          <description><![CDATA[<p>Teaching preparation still remains a major issue. For the existing units, it takes at least 1h to revise the existing material delivered for 1h of teaching (we all need to be prepared in front of students). In addition, in order to have research-informed and up-to-date materials, we update and enhance our teaching materials annually, which even for existing units, takes time. For lab sessions, we need to update the materials due to software version changes. Finally, for new units, it takes 5-10 hours to prepare one hour of teaching material (looking for sources, reading, structuring, writing, revising, etc). This needs to be changed if we want high-quality delivery and good student experience - NSS. </p>]]></description>

         <description><![CDATA[<p>I can understand the need to simplify the process of WLP.  </p><p>I'm not sure that giving everyone 10% citizen hours is the right way to do this however for 2 reasons:</p><p>- The EDI implications - research suggests female academics are asked to complete far more citizenship activities than their male colleagues.</p><p>- The power dynamics which result in many ECRs or those on temporary contracts likely to be most frequently asked.  </p><p><br/></p><p>We either need a way for activities to be verified and acknowledged and also be made a compulsory element in the academic career framework promotion criteria.</p><p><br/></p>]]></description>

         <description><![CDATA[<p>cross over with career academic framework here, but the reduction in leadership roles and the introduction of new larger leadership roles raises questions about how these will be recruited and whether there will be a set duration for these roles to allow them to circulate so that others can gain experience and CV points. Will they appointed on merit? Having recently been denied a role because it wouldn't fit into my workload I have concerns about increasing hierarchisation in BU leaving people 'locked out' of the opportunity to contribute and progress. Perhaps having a large number of leadership roles is not a BAD thing but allows a range of people to contribute and build experience in different ways?</p>]]></description>

Across the university, the faculty or the school? How will equality be ensured? For example, in a situation where there is a significant cluster of research excellence, e.g. a school in which a large proportion of researchers go for tier 2, vs a school that is more teaching-oriented where a fewer proportion apply for tier 2, will members of the first school be disadvantaged and denied tier 2 tariffs in order to ensure sufficient teaching capacity, in relation to members in tier 2? Being a solid researcher in a pool of excellent researchers (especially if you're 'only solid' because you've been doing the academic citizenship that allows others to shine...) would be a disadvantage compared to being a researcher of the same calibre in a pool of less research-oriented colleagues - surely this isn't fair!</p>]]></description>

The proposed policy will actually dissuade academics from I&amp;C in pedagogy as time will be taken maintaining the status quo, rather than having the headspace to innovate.  If this area is important to BU, then it needs to be encouraged across all three areas suggested in the proposed plan.</p><p><br/></p><p><br/></p>]]></description>

         <description><![CDATA[<p>The proposed workload plan seems to have significant inconsistencies between BU 2035 and how it can be achieved through this proposed workload plan, especially reduction in research hours. Research is a fundamental component of university education as it feeds into teaching content, dissertation supervision, and wider academic activities of staff. Reducing over 200 research hours from the current allocation would not only undermine research activities of staff but destroy research culture BU has just started to build. Developing excellent research takes time, e.g. high quality grant applications need time and skills developed overtime, often through trial and error. Introduction of the competitive allocation of additional research hours will not be able to support staff who need such time and infrastructure, especially ECRs and mid-career academics whose posts have been frozen in the last couple of years with no career progression. </p><p> </p>]]></description>

So if you want more than 2 supervisors then go ahead, but the team should then decide how to split the 75 hours. </p>]]></description>

         <description><![CDATA[<p>The slides state that the General Academic citizenship hours of 10% of FTE hours is pro-rated. Is 10% of hours not already controlling for part time staff (e.g. 10% of part time hours (~98@0.6) is already less hours than 10% of FTE (~163 dependent on closure days) as would be expected) or are part time staff being penalised twice by pro-rating the 10% (6%@0.6=59hours)? This will have a massive impact on part time staff attendance at meetings, open days, boards etc, all of which they contribute to despite being part time. If there are weekly team meetings of around an hour, plus wash ups, and school prep days, this would already account for almost all of the 59 hours, without accounting for other school meetings, faculty meetings, appraisals etc. And that is meetings alone, this doesn't even take into account all the other parts of general academic citizenship.</p><p><br></p><p>This is also the case for Training and development (5% FTE pro-rated) - the amount of annual training required by the university is the same regardless of whether FTE or part time, in the previous model an hour allocation rather than a % accounted for the fact that all staff are required to do the training regardless of PT or FTE, will PT staff only do a % of the training to allow for this in the new model? Or are they to be penalised by losing the advertised increase in development hours in order to achieve annual training requirements? </p><p><br></p><p>This is also the case for capacity management which is stated as 5% FTE pro-rated.</p>]]></description>

         <description><![CDATA[<p>Having a system with bands for research hours sounds very sensible. However, it is now implied that the standard allocation of research hours for the average research-active academic staff member would be 325 hrs. This is 75 hrs less than what we currently have, and a rather low allocation comparatively to other universities. The value of Band 1 should be 225 hrs (on top of the standard allocation), so that we have a chance to pursue our research goals.</p>]]></description>

We currently have a completely dysfunctional 'information system' composed of tens of different NOT fit-for-purpose subsystems, that struggle to talk to each other, inaccurately capture/process/transfer/show data, costing the staff time and driving wrong strategic top-management decisions. Can we have a proper information system analysis, design and development/purchase of a system that will actually work and serve its purpose?</p>]]></description>

         <description><![CDATA[<p>With the proposed research tariffs, at band 1 we are getting fewer research hours than previously (325 whereas it used to be 400 for all staff).  A tariff of 400 hours at Band 1 would be needed to enable us to conduct research to a good standard.  In addition, grants can be awarded at any time of the year, often many months after the call has closed.  How will this be factored into the workload</p>]]></description>

         <title>Programme Leading</title>

         <description><![CDATA[<p>I see that with the tariffs the plan is to have fewer Programme Leaders and no more Level leaders.  I can see this working well for smaller programmes, but with larger programmes it was very stressful in the past for single Programme Leaders, which was partly why our department switched to having Level leaders.  I am concerned that the workload with the new Programme Leader roles will be unsustainable for larger programmes, making them less popular than previously.  Current Programme Leaders mention that the Engage reviews are extremely time-consuming.</p>]]></description>

         <description><![CDATA[<p>How will having cluster PLs across several programmes improve the student experience?  Smaller programmes tend to get more positive student feedback due to the PL being able to engage more with the students. In addition, the level leads spend a lot of time on engagement reviews.  Removing level leads makes the PLs job more onerous.</p>]]></description>

         <title>Opacity and bad faith leads to lack of trust</title>

         <description><![CDATA[<p>I heard that we 'need' to reduce the baseline for research areas in line with what other institutions are doing. Well, some of the institutions I am aware of that are working on the same baseline are not only behind us in the research rankings, but also rarely give extra research time to staff members. This proposal sits on the same grounds, there is a lack of clarity on the principles that will be used to give extra research allocations. The danger here is that the leadership may want to keep the workforce agile enough to take on more education-related commitments, as for what it seems, this will all be focused on compiting with other colleagues. Not merits but how many extra hours you estimate you want to distribute (not afford, since that's subjective) among staff members that apply for them. This also seems a time consuming process, which will already take time from the peanuts hours that we will have as a baseline. 175 hours may not be enough to conduct research and write a paper. It is unreasonable to swift from 400 hours to less than half without engagaging in any consultation with staff or the union. Certainly, there should be some sort of accountability on how the hours have been spent, but this should be an annual review of what it was accomplished from the previous research plan and what comes next, instead of creating more stress, friction and competition for/among staff members.  </p>]]></description>

         <title>Research Tiers</title>

         <description><![CDATA[<p>1.&nbsp;&nbsp;&nbsp; A single research tier allocation would be bureaucratically efficient and far less disruptive to WLP. Staff can buy themselves out of teaching should they obtain grants covering the FEC of research.</p><p>2.&nbsp;&nbsp;&nbsp; An annual system of review is inherently inefficient and bureaucratic. Appeals would likely affect teaching plans. A longer-term agreement would be of benefit (e.g. 3-5 years; with mid-term review if necessary). &nbsp;</p><p>3.&nbsp;&nbsp;&nbsp; Decisions about allocation to a research tier should come from a panel of peers rather than a line manager. There are significant conflicts of interests and discipline biases where individuals are concerned. Peer review systems should not rely on staff naming their favoured reviewer.</p><p>4.&nbsp;&nbsp;&nbsp; There needs to be an appeal process.</p><p>5.&nbsp;&nbsp;&nbsp; In some areas, there are a lack of discipline specialists to review staff plans, how this will be addressed is unclear.</p><p>6.&nbsp;&nbsp;&nbsp; Staff servicing profitable areas of teaching will be discouraged from research. The tiering plan and how it is implemented may entrench inequities between disciplines.</p>]]></description>
