Notably by filmmaker Georges Méliès. Méliès would use a glass pane painted black to create a matte. When shooting on film, the black matte kept light from reaching the camera. Since a portion of the film was not exposed to light, it would leave part of the frame empty. Méliès would then rewind the film and set up an opposite matte. By removing the original matte and blacking out everything else, the film would now fill in the blanks. See the video attached.

The technique has definitely evolved over time along with technology. Notably in 60s/70s matte paintings were used in classic films like Mary Poppins and the Star Wars films but with more clear and realistic results of course. See an example photo attached from Mary Poppins.

These days modern film/tv  productions are likely going to use green screens which would be considered to have developed from matte paintings. Though the 'paintings' these days will probably be digitally created but background plates are often still hand drawn/painted in order to be referred to when creating the digital matte painting.
