This speech was made by Kim Il Sung to convince the North Korean people that South Korea and the US were trying to stop the unification of the whole of Korea. This is propaganda to make the enemies of North Korea and the communist idealogy seem like they were the ones at fault for the war. By naming themselves as a "democratic republic" despite their significantly differing idealogies, they were trying to make it seem like they were being oppressed by the other actually democratic countries and therefore paint them in a negative light. This is in an attempt to make the North Korea's dictatorial rule seem innocent, normal and that it was South Korea and the US who were to blame for their suffering. Therefore, this speech was made to convince the North Korean citizens that their suffering was the product of the US' actions against North Korea, thereby making them seem evil.

This speech was also made to convince the soldiers fighting for North Korea that they were fighting for the right cause. The discrediting of US and South Korea's actions against North Korea will make them seem like the victims, therefore giving the soldiers a reason to fight for North Korea in order to rally support from them. Otherwise, without the soldiers, North Korea would lose the war by default.
