If they we stop using money it will reduce the cost of making pennies and delivering them. Article 1 states that,
 "...taxpayers---lost $60.2 million on the production and distribution of pennies...". This means that U.S taxpayers lost millions of dollars due to the production of pennies, which will eventually cause financial issues.
