Todd Holland, director of rights at the U.N. Supreme Representative for Human Rights' Office for Development, Economic and Social Rights, attended a real-time video conference and opened the forum with a keynote speech. Citing the Democratic Republic of Congo, which has built a bridge between conflict and peace through job creation. He said, "Local government leaders should be able to know their priorities well and improve the lives of residents through them."

Olivier Shooter, the UN Special Rapporteur on Extreme Poverty and Human Rights, expressed the value that "the situation of citizens in their communities should be accurately identified and reflected in their policies." He also mentioned, "Various policies need to be improved to realize economic, social and cultural rights, and cooperation and implementation improvements are needed between various government agencies and vertical government agencies."

Jareswari Pramodawardani, Indonesia's presidential secretary for defense, security and human rights, cited Kalimental and Bali regions in Indonesia as examples, showing that basic access to communities affected by poverty is strengthened through social integration programs.

What I thought while watching the plenary session was that urban poverty and inequality had a wide impact, and it was good to hear about the perspective of policy to solve it. Many useful stories in the process of studying administration as a major were impressive, and I felt that various government agencies should work together to promote the economic, social, and cultural sectors.

First, the cause of poverty and inequality is that the government has failed to come up with improvement measures. Improvements can be made through basic living services, such as job creation by building bridges in Congo.

Second, access to primary education must be strengthened. This is because if teachers' salaries or working conditions are poor, they are more likely to fall into the informal education market and are linked to income, resulting in inequality. Therefore, I mentioned the importance of primary education.

Third, the fact that the social integration program is actually useful for poverty resolution. In example, we mentioned the discovery of employment education program for production power. It is to be given to poor people and connect to the poor people.

Owing to three reasons, the plenary session has come very instructive and impressive. Everything cannot be solved through policies, but I think local governments should push ahead with policies to promote human rights and equality, and public services and policies should be revised and supplemented every year.
