By definition it is an elected legislature in various countries. The National assembly was adopted by France towards the start of the french revolution (1789-1791). The council consists of a representative from every member state. The council is a collegical body that brings together all ministers as a demonstration of the governments unity. It has 233 members, aloud to serve in office for 5 years, separated into 3 different groups.

A general policy statement also is made to shore up legitimacy. The Prime Minister shares the general policy statement before the national assembly. It is not a constitutional obligation, but a republican tradition.
