The person who tricked them was Troy, he wants to show everyone that he has changed since last rafting trip (which he messed up). Troy paid and made arrangements for them to go rafting again. Everyone agrees to go rafting again and they go out and start rafting. When they are rafting through the 160 rapids they encounter record high water.
